The Paca-Est Business Incubator (IPE) is accredited by the Ministry of Higher Education and Research for the French departments of Alpes-Maritimes and Var.

Located in Sophia-Antipolis, the incubator also offers permanent office hours in the Var department at Toulon Var Technologies (TVT) and at the University of the South Toulon-Var (USTV), both in the city of Toulon.

Created in 2001, IPE is subsidized by the Ministry of Research, Europe, the PACA region and the Conseils Généraux (Departmental Councils) of the 06 and 83 departments.

Paca-Est Incubator was founded by and continues to receive support from the University of Nice-Sophia Antipolis, the University of the South Toulon-Var, and INRIA Sophia-Méditerranée (National Institute for Research in Computer Science and Control). The organization aims to develop skills and assist in transferring and commercializing technologies from university laboratories and public research organizations by creating innovative companies and high added value employment in the area.

The incubator provides support for projects created in connection with French public research and offers tailored coaching, training, office facilities and a funding allocation throughout the incubation period (24 months maximum).

This funding allocation (repayable if the project succeeds) can be used for market research, patent registration, prototypes, and other expenses involved in the project's early phases.

IPE has a broad scope and supports projects with a variety of themes, in any technological field.

Eight partners from six different counties are taking part in the ENERGEIA project. These are ASTER (project leader) and the Province of Turin from Italy, IAT and INFO from Spain, FTZ from Malta, Incubateur PACA-EST from France, UAig from Portugal and SERDA from Bosnia & Herzegovina.
